Texas Democrat Proposes Law to Fine Men for Masturbation

The performance of those procedures or the prescribing of Viagra could only take place after 24 hours since the initial healthcare consultation during which "a$3 n attending physician must administer a medically-unnecessary digital rectal exam and magnetic resonance imagining of the rectum".

Speaking about the intention of the bill, Farrar told the outlet My San Antonio, "A lot of people find the bill amusing".

The state must create an informational booklet called "A Man's Right to Know" that contains information and illustrations on the benefits of and concerns about those three treatments. Pro-lifers want to end abortion because it destroys the life of an innocent human being inside the woman's body.

HB 4260, aka "the Man's Right to Know Act", would impose a $100 fine on male masturbation or, as Farrar's legislation puts it, "emissions outside of a woman's vagina". "But the state's conservatives were dealt a blow a year ago when the U.S. Supreme Court ruled that two provisions of a 2013 Texas law were unconstitutional".

When we think about placing medically unnecessary rules on men due to the implication their decisions have on the ideological value of the right to life, it seems unfairly restrictive - and, let's be honest, also pretty insulting.

In a post on Facebook, Farrar said the measure is meant to highlight laws already on the books that impact women's health.

Farrar is no rookie looking to make a name for herself; according to her state legislature website, she was first elected to the Texas House of Representatives in 1994 at the age of 27, and she is the longest serving Hispanic member from Harris County in the Texas House of Representatives.

Farrar's new bill takes specific aim at these and other restrictions by painting a picture of what men's health care could look like if they faced the same legislative barriers as women.

"A lot of people find the bill amusing", Farrar told the Houston Chronicle.

Farrar, serving her 11th term as a Texas state representative for District 148, isn't new to speaking out about the state's problematic fetal remains bill, now in committee, which would require hospitals to cremate or bury a fetus after an abortion or miscarriage. "What's not amusing are the obstacles that Texas women face every day, that were placed there by legislatures making it very hard for them to access healthcare".

Farrar included this part of the bill specifically to mirror how "invasive" the state's ultrasound requirement is. Farrar said. "A woman spends half her life either trying to get pregnant or trying not to get pregnant". "If they can elect someone based on making racist remarks and derogatory remarks toward women and such, then we've just given them license to offend and license to be even worse than before". She is originally from one of the islands of Stockholm, Sweden.
