President Trump signs bill allowing states to deny Planned Parenthood money

H.J. Res. 43 overturns former President Barack Obama's rule from the Department of Health and Human Services that forced states to provide family planning grants under Title X funds to Planned Parenthood and other abortion providers.

The bill, which passed the Senate with a tie-breaking vote from Mike Pence, reverses previous legislation that prohibited states from withholding federal funding from organizations that provide contraceptive, fertility, pregnancy and cervical care services just because they also provide abortions.

The law signed Thursday by President Trump that allows state's to block federal funds for Planned Parenthood won't affect blue states like CT.

Behind closed doors on Thursday, President Donald Trump signed a bill that will effectively make it harder for women-especially low-income women and women of color-to access basic healthcare services.

Title X, the federal family planning program established by President Richard Nixon in 1970, subsidizes health care services like contraception, Pap smears and others for 4 million low-income Americans.

And Title X funds continue to flow to Planned Parenthood's affiliates in Missouri because the Missouri Family Health Council, not the state, is the recipient of the funds. Black and Sen. Joni Ernst, R-Iowa, saying they "led this effort in Congress". During the same year, the organization performed 327,653 abortions, which they repeatedly claimed does not result in the harvest of body parts for sale or other illegal use.

While the majority of Trump's supporters have always been vehemently opposed to Planned Parenthood, Donald Trump expressed appreciation for the organization while on the campaign trail.

These women's health clinics outnumber the abortion chain by at least 20 to 1, yet receive fewer funds.

"Prioritizing funding away from Planned Parenthood to comprehensive health care alternatives is a winning issue", said Marjorie Dannenfelser, the president of the Susan B. Anthony List, an anti-abortion group, who attended the closed-door bill signing at the White House on Thursday.

Title X provides federal family planning funds to grantees in each state, which then allocate the funds to providers in their states.

But Thomas agrees with Laguens that if Planned Parenthood were to be defunded, there would be grave consequences. The bill reverses a rule the Obama administration issued late a year ago to protect funding for Planned Parenthood. Now that Planned Parenthood may lose its funding, it is possible healthcare costs will rise, and private insurance premiums may go up even more.

Arizona gets three Title X grants a year. That was followed by the failed repeal of the Affordable Care Act (which included specific provisions that stripped back access to reproductive health services) and the nomination of Judge Neil Gorsuch to the Supreme Court.
